A Parents and Citizens Association is formed under the Education (General Provisions Act) 1989 to represent a school community - parents, carers and interested community members. The P&C Association is a group of members from the school community working together for the benefit of the school.
Functions of the P&C Association are:
- fostering general community interest in educational issues
- providing advice and recommendations to the Principal
- advising on issues which affect students general school operations
- providing financial or other resources for the benefit of students
The Constitution sets out the general and special powers of the P&C Association. It also includes information on:
- membership
- voting
- the election, removal and authority of officers
- the function of sub-committees
- the conduct of general, special and annual general meetings
- financial requirements(banking, expenditure, investments and audit
- dissolution of the Association
- making changes to the Constitution
- elect parent members to the School Council
The Constitution has to be approved by the Director-General of Education through the Legislation Unit (Central Office). The provisions are laid down in law in the Education (General Provisions) Act 1989 and the Education (General Provisions) Regulation 1989.
Members of the P&C Association elect the following officers at the Annual General Meeting:
- a President
- at least one Vice-President
- a Secretary
- a Treasurer
- additional officers as determined by the Association
The President’s role involves:
- conducting meetings
- acting as a representative of the Association
- ensuring the smooth running of the Executive
- ensuring adequate and efficient communication exists between members
- developing a good working relationship with the School Principal
- encouraging parents and others to participate
The Treasurer's role involves:
- accounting of all money coming in and going out
- issuing receipts and keeping a cash book
- preparing the annual financial statement and sending it, and the books, to an auditor
- presenting the audited statement at the Annual General Meeting
- preparing an annual budget
- keeping an inventory (stock list) of equipment owned by the P&C
The Secretary of the P&C is responsible for:
- conducting the correspondence of the Association
- preparing an Agenda for each meeting
- recording full and accurate minutes of meeting
- acting upon the direction of the meeting
- having custody of the documents of the Association
